 Second one. Not only do I like the pose more - some reason a lady showing her bewbies by raising her arms just does it for me - but it's a better shot in the composition as the same raising arms creates lines that lead the eye in to the shot.

 I will second CleavageFan's analysis and add that the blurry background helps to focus on the subject. The first photo is only slightly blurred, and there are too many sharp lines that detract. A shorter focal length lens would have helped to better focus only on the woman.
